NBI clearance and other docs for fresh grads are now Free

MANILA – Senator Sonny Angara on Sunday said he is pushing a bill that will waive fees for government-issued documents such as NBI clearance, for new graduates and first-time job seekers.

Senate Bill 1629 seeks to ease the challenge of getting a job for new graduates, Angara said in a statement.

Under the proposed measure, fresh graduates will no longer need to pay for their police clearance, NBI clearance, barangay clearance, a medical certificate from public hospitals, birth and marriage certificate, tax identification number, unified multi-purpose ID card and other government-issued documents required by the employers.

“Layunin nitong gawing libre ang pagkuha ng mga dokumento na kailangan sa paghahanap ng trabaho. Ito ay para mas mapagaan at mas mapadali ang proseso ng pag-aapply,” Angara, the principal author of the bill and the vice chairman of the Senate Labor Committee, said in a statement.

New graduates of college and technical-vocational courses as well as of the K to 12 program will be entitled to the benefits, Angara said. The bill also mandates the Public Employment Service Office (PESO) to assist new graduates and first-time job seekers in securing all required documents for their job application. This includes BIR, SSS, Pag-ibig and PhilHealth registration, among others.

Nagbigay ng abiso ang Department of Justice (DOJ) na magtataas na rin ang presyo ng NBI Clearance simula sa Marso 12 dahil sa mas mataas na Documentary Stamp Tax (DST) na dala ng Tax Reform for Acceleration and Inclusion (TRAIN) law.

“The NBI will be charging a fee of P130 per clearance certificate from the original P115 to comply with the Documentary Stamp Tax rate adjustment,” saad ng isang dokumento mula sa DOJ.

Ang NBI Clearance ay isa sa mga pangunahing dokumento na kinakailangan para makapagtrabaho. Hinihingi ito ng mga kumpanya upang masiguro na walang criminal record ang mga papasok na empleyado.
